FAMILY CAREER AND COMMUNITY LEADERS OF AMERICA
ARTICLE I Name ~ Sponsor ~ Goal ~ Purposes
Section 1. Name:
The organization shall be known as the Bixby Chapter of Family, Career and Community Leaders of America. The name shall be used only by the chapter and the affiliated members.
Section 2. Sponsors:
The Bixby Chapter is an affiliate of the Oklahoma Association and the National Association of Family, Career and Community Leaders of America.
Section 3. Goals and Purposes:
A. The mission of Family, Career and Community Leaders of America is to promote personal growth and leadership development through family and consumer sciences education. Focusing on the multiple roles of family member, wage earner, and community leader, members develop skills for life through
B.Organized instruction relating to the mission is a part of the family and consumer sciences education program in the schools. The purposes of the organization shall be as follows:
1.To provide opportunities for personal development and preparation for adult life.
2.To strengthen the function of the family as a basic unit of society.
3.To encourage democracy through cooperative action in the home and community.
4.To encourage individual and group involvement in helping achieve global cooperation and harmony.
5.To promote greater understanding between youth and adults.
6.To provide opportunities for making decisions and for assuming responsibilities.
7.To prepare for the multiple roles of men and women in today’s society.
8.To promote family and consumer sciences and related occupations.
ARTICLE II
Organizational Structure
Section 1. Chapter organization:
The Bixby chapter shall be composed of all affiliated and non-affiliated members within the school district.
Section 2. Affiliated Members:
The membership shall be composed of students meeting the qualifications for membership as listed in section 3.
A.Organization: A chapter may be organized whenever, in the judgment of the teacher(s), students, and administrators, it would be advantageous to do so.
Section 3. Membership Qualifications:
A.Active Membership. Any student who is taking or has taken a course in family and consumer sciences and/or family and consumer sciences related occupations shall be eligible for active membership in an organized chapter within the school. Active members shall be eligible to hold office, make motions, and vote.
B.Active Non-Affiliated Membership. Any student who has not taken a family and consumer sciences and/or family and consumer sciences and related occupations shall be a non-affiliated member. These members will follow the rules and guidelines set by the National FCCLA Organization. If there are any decisions about membership, it will be decided on by the chapter advisors and chapter officers. These members will not be allowed to participate in competitive events or hold an office. They may run for an office the following year with the understanding that they must be enrolled in a family and consumer sciences class.
C.State Honorary Membership. Any individual who has given outstanding service to the Family, Career and Community Leaders of America by advancing its purposes shall be eligible for honorary membership in the State Association. Honorary members shall be elected by a majority vote at a joint meeting of the State Advisory Board. Honorary members have the privilege of attending all meetings of the organization but shall have no vote.
ARTICLE III
Dues ~ fiscal Year ~ Budget ~ Audit
Section 1. State and National Dues:
The State and national membership dues for each active member shall be forwarded to the national office by each chapter and additional membership for the year by March 1.
A.The amount of state dues for active members shall be determined by the State Executive Council and the State Adviser.
B.Bixby Chapter honorary members pay no dues.
C.Bixby Chapter dues are to be decided by the officers and adviser(s).
Section 2. Fiscal Year:
A fiscal year shall be July 1st through June 30th
Section 3. Budget:
The estimated budget shall be prepared by the treasurer and the chapter advisers.
ARTICLE IVAssets
Section 1. Dissolution or liquidation:
Upon final dissolution or liquidation of the Bixby Chapter of Family, Career and Community Leaders of America, and after the discharge or satisfaction of all outstanding obligations and liabilities, the remaining assets of the Bixby Chapter shall be used by the Family and Consumer Sciences advisory committee in accordance with the purposes of the Bixby Chapter.
Section 2. Qualifications:
Candidates for chapter office shall have the following qualifications:
A.Have been an active member in a local FCCLA chapter.
B.Have submitted in writing the reasons for running for office and the commitment pledged to the responsibilities.
Section 3. Duties:
President
The leader of the chapter-they will be responsible for scheduling and conducting monthly chapter and officer meetings. Before each meeting they will work on agendas with the advisors. The President must attend all meetings/activities to be an example for the other officers and members. If the President must be absent from a meeting/activity, it needs to be cleared with the advisors in advance. The President is in charge of the official opening and closing of each meeting. On the day of the meeting, the President must arrive five minutes before the meeting starts. The week of the monthly meeting, the President is in charge of setting-up or sending out reminders via text messages/notes to all of the members.
VP Service
The VP of Service will help inform the chapter meetings of service projects and then assist designated officer or committee chairperson in the follow through of each project. They will take the lead and develop committees to carry out the projects. They will make phone calls/emails to arrange and organize chapter service projects. Projects include the National Project and others selected by the chapter. By March 1 the VP will complete the FCCLA National Project recognition application that can be found online.
VP Public Relations/Photographer
The VP Public Relations/Photographer will be responsible for continual communication with the chapter via social media. This officer will need to be present and in continual contact with the advisors. We will be using this outlet to publicize what Bixby FCCLA is doing. The VP of Public Relations will also be responsible for taking pictures while at FCCLA events to be used in the Chapter Showcase Manual. This officer is also in charge of making the video for recruitment and signs for upcoming meetings and events.
Vice-President- Records
The Vice-President of Records is one of the most important jobs that FCCLA has because they will maintain records/merits of member participation. These records need to be posted on a continual basis on the chapter activities chart. Remember that the top 30-40 members will be invited to attend the state convention as a reward for their hard work. The VP of Records will be in charge of membership lists and contact information. They input data into the national website and keep track of community service hours for the chapter.
Secretary/Treasurer
The secretary is responsible for keeping accurate records at each of the officer and chapter meetings via the sign-in sheets/sign-up. It is very important to have accurate records to insure things are getting accomplished according to the goals of the officers and members. The Secretary will also assist the advisors in collecting money for funds raised for the chapter. They will make lists of members who have paid and deposit money when possible. They assist the advisors in fundraising efforts that are conducted to help raise funds for chapter activities.
As a member of the Officer team, you must be willing to help accomplish the goals of the chapter. You will be asked to do more than what is listed under a specific officer title.
Section 4. Term of Office:
The term of office shall be for one year, or until successors are elected.
Section 5. Vacancies:
In event the office of president becomes vacant by resignation or otherwise, chapter officers will have to go through an interview process to determine which person should move up to the position of president.
Section 6. Removal from Office:
Any officer may be removed from office for any of the following reasons by a majority vote of the advisors and remaining officers in the event that they are not performing their duties, displaying conduct unbecoming of an officer, failing to attend more than 3 meetings or events, and not getting along with the officer team.
Any officer who is removed from office will not be allowed to run for office at the next election.
ARTICLE VINomination and Election
Section 1. Nomination:
A. Affiliated members wishing to nominate themselves or those nominated by officers shall go before an interview panel which consists of advisors and 3 non biased people. Those wishing to run for an office will list and discuss their qualifications for chapter office. They will rank their preferences for office. They will recite the creed and explain a way they would promote and publicize FCCLA. If only 5 people run for office, there will be no election of officers. If more than 5 run, there will be an election for the office in question. The interview, creed, and promote and publicize project are scored. The person with the highest score gets the first pick of office based on how they ranked their choices. Second highest score gets their pick and then the process continues.
Section 2. Election of Officers:
If an election is necessary because more than 5 members run and there is a position wanted by more than one person, those members nominated by the panel will then run for office in which each affiliated member is entitled to one vote. The candidates receiving majority vote shall be elected.
ARTICLE VII
Section 1. Chapter Meetings:
Chapter meetings shall be held at such time and place as the FCCLA advisers and the officers shall determine. The purpose shall be to promote the program, to interpret the activities of the year, and to transact any necessary business.
Section 2. Special Meetings:
Special meetings may be called by the chapter advisers when the need arises.
ARTICLE VIII
Emblem and Pin
The emblem of the Bixby Chapter of Family, Career and Community Leaders of America shall be identical with the national emblem of Family, Career and Community Leaders of America. ALL members (active and associate) shall be entitled to wear the emblem and the official guard. The FCCLA pin is worn over the heart. It is worn with the guard to the left of and on a level with the lower edge of the pin.
ARTICLE IX
Section 1. Creed:
The official creed of the Bixby Chapter shall be the same as the one used for the state and national organizations:

For we have the clear consciousness of seeking
old and precious values.
For we are the builders of homes,
Homes for America’s future,
Homes where living will be the expression of
Everything that is good and fair,

ARTICLE X
Motto
Section 1. Motto:
The official chapter motto shall be the same as the motto of the state and national organizations, “Toward New Horizons.”
ARTICLE XI
Colors
Section 1. Colors:
The official chapter colors shall be the same as the colors of the state and national organizations, red and white.
ARTICLE XII
Parliamentary Authority
Section l. Parliamentary Authority:
Robert’s Rules of Order, Newly Revised Version shall govern the Bixby Chapter of FCCLA in all cases to which they are applicable and in which they are not inconsistent with the bylaws.
ARTICLE XIII
Section 1. Amendments: Amendments
These bylaws may be amended at any regular chapter meeting provided that:
A.The amendments shall be proposed by the local members or advisers.
B. Notice of the proposed amendments shall have been given in writing to the officers and advisers no less than 2 days before the meeting to discuss and then set a time to vote on the amendment.
